    Research policy and practice - commitment, complexity and uncertainty: a case study of a government research council funded project, engineering the future

    Evidence based policy formation, both at EU and national level, built upon close linkage of research, policy and practice is regarded by many as an optimum solution. However, while there are many examples in European education of any two of these communities collaborating in development, the realisation of meaningful inter-relationships among all three communities is complex (Ball 1997). Evidence is often contested, while policy is determined not only by explicit political philosophies but also by deeply embedded assumptions. This paper examines this complexity through the lens of a case study in one country, Scotland, which illuminates relationships among the policy, research and practitioner communities at national and local levels and the nature of their contributions to national curriculum development. The paper explores potential tensions between the development of participative ways of working and the existing structures and ways of thinking within an education system, and examines limitations on what can be effected within existing governance systems. Since 1999 the Scottish Parliament sets the legal framework for education in Scotland; within this the Scottish government has full responsibility for education policy and provision. Following the outcomes of a government initiated National Debate on the purposes and practices of school education, Scotland?s school system has for the last six years been the locus of an extensive and radical development programme in curriculum, assessment and pedagogy (Curriculum for Excellence)

    Engineering the Future (EtF) aims to develop a sustainable model of activities and interactions among researchers, policy makers and practitioners that develops pupils’ understanding of the nature of engineering, embeds experiences of engineering within the school classroom and curriculum and promotes engineering as a career.One barrier to young people entering engineering is inadequate awareness of the nature ofengineering and its diverse career paths. Many pupils in the participating schools had no awareness of engineering or very limited awareness. 65% had never considered engineering as a career choice.1st year electronic and electrial engineering students at the universities of Strathclyde and Glasgow identified family links as a key factor in encouraging them to study engineering. They also traced interest in engineering to particular school classroom experiences. Discussions with careers guidance staff revealed that careers guidance is almost entirely responsive to pupil requests: only occasionally will pupils who are good at science and mathematics be directed towards engineering.The current situation leaves almost all school pupils uninformed about the nature of engineering.The paper describes how the EtF project seeks to redress the situation by developing classroom engineering experiences, working to embed engineering formally in the curriculum and providing resources for active careers advice

    Young people in developed nations recognise the contribution that science and technology make to society and acknowledge their importance now and in the future, yet few view their study as leading to interesting careers. Some countries are taking action to raise interest in science, technologies, engineering and mathematics and increase the number of students studying these subjects. One of the barriers to young people pursuing engineering is their limited or distorted perception of it - they associate it only with building and fixing things. Young people rarely encounter engineers, unlike other professionals, engineering has little or no advocacy in the media and there are few opportunities to experience engineering. Many of the pupils surveyed at the start of Engineering the Future, a three year EPSRC-funded project, wrote “don’t know what engineering is” and/or “would like more information”. This paper reports on work with researchers, policy makers and practitioners in Scotland to develop a sustainable model of activities and interactions that develops pupils’ understanding of the nature of engineering, embeds experiences of engineering within the school classroom and curriculum and promotes engineering as a career. After learning about engineering through the activities the pupils’ perceptions had improved. Almost all considered it important that young people know about engineering, because it is an essential part of everyday life and, in the words of one pupil - “If we know more about it, our minds wouldn’t stay closed to it. We would maybe take it up.

    The symplectic and Poisson structures on reduced phase spaces are reviewed, including the symplectic structure on coadjoint orbits of a Lie group and the Lie-Poisson structure on the dual of a Lie algebra. These results are applied to plasma physics. We show in three steps how the Maxwell-Vlasov equations for a collisionless plasma can be written in Hamiltonian form relative to a certain Poisson bracket. First, the Poisson-Vlasov equations are shown to be in Hamiltonian form relative to the Lie-Poisson bracket on the dual of the (nite dimensional) Lie algebra of innitesimal canonical transformations. Then we write Maxwell's equations in Hamiltonian form using the canonical symplectic structure on the phase space of the electromagnetic elds, regarded as a gauge theory. In the last step we couple these two systems via the reduction procedure for interacting systems. We also show that two other standard models in plasma physics, ideal MHD and two- uid electrodynamics, can be written in Hamiltonian form using similar group theoretic techniques

    Coordination and Sustainability of River Observing Activities in the Arctic

    To understand and respond to changes in the world’s northern regions, we need a coordinated system of long-term Arctic observations. River networks naturally integrate across landscapes and link the terrestrial and ocean domains. Changes in river discharge reflect changes in the terrestrial water balance, whereas changes in water chemistry are linked to changes in biogeochemical processes and water flow paths. Sustained measurements of river water discharge and water chemistry are therefore essential components of an Arctic observing network. As we strive to establish and sustain long-term observations in the Arctic, these two measurements must be coupled. Although river discharge and chemistry measurements are already coupled to some extent within national boundaries, this is not done in a consistent and coordinated fashion across the pan-Arctic domain. As a consequence, data quality and availability vary widely among regions. International coordination of river discharge and chemistry measurements in the Arctic would be greatly facilitated by formal commitments to maintain a set of core sites and associated measurements that are mutually agreed upon among pan-Arctic nations. Involvement of the agencies currently operating river discharge gauges around the Arctic and establishment of an overarching coordination entity to implement shared protocols, track data quality, and manage data streams would be essential in this endeavor. Focused studies addressing scale-dependent relationships between watershed characteristics and water chemistry, in-stream processes, and estuarine and coastal dynamics are also needed to support interpretation and application of Arctic river observing data as they relate to land and ocean change

    A Robust Numerical Method for Integration of Point-Vortex Trajectories in Two Dimensions

    The venerable 2D point-vortex model plays an important role as a simplified version of many disparate physical systems, including superfluids, Bose-Einstein condensates, certain plasma configurations, and inviscid turbulence. This system is also a veritable mathematical playground, touching upon many different disciplines from topology to dynamic systems theory. Point-vortex dynamics are described by a relatively simple system of nonlinear ODEs which can easily be integrated numerically using an appropriate adaptive time stepping method. As the separation between a pair of vortices relative to all other inter-vortex length scales decreases, however, the computational time required diverges. Accuracy is usually the most discouraging casualty when trying to account for such vortex motion, though the varying energy of this ostensibly Hamiltonian system is a potentially more serious problem. We solve these problems by a series of coordinate transformations: We first transform to action-angle coordinates, which, to lowest order, treat the close pair as a single vortex amongst all others with an internal degree of freedom. We next, and most importantly, apply Lie transform perturbation theory to remove the higher-order correction terms in succession. The overall transformation drastically increases the numerical efficiency and ensures that the total energy remains constant to high accuracy.Comment: 21 pages, 4 figure

The Service aims to promote types of land use which will conserve the soil and prevent or overcome soil erosion. It also aims to educate landholders and the public generally in the aims and practice of soil conservation. This article relates mainly to farm land activities, and in particular the co-operation of the Service with individual primary producer landholders for the prevention and control of erosion on their land
